COVID-19 Response & Recovery

The staff and elected members of the City of Port Adelaide Enfield are working to respond to help our community and businesses recover well from COVID-19. The wellbeing and safety of our residents, business owners and staff is our top priority.

Together we have developed a community response and support pack that includes changes to financial, economic, communication and public health services to provide support, relief, stability and connection for our community.

Our Civic Centre, Libraries and Community Centres are open to the public.

We have recently endorsed our COVID-19 Recovery Framework

We are aware that many people in our community may be experiencing financial difficulty as a direct result of Coronavirus. Under our existing Rates Hardship Policy, any person who owns property in the area and is experiencing financial hardship may apply for a deferral of rates payment. Council has resolved to provide financial assistance to ratepayers who have been affected by COVID-19. This assistance can be provided through the postponement of rates, negotiated payment arrangements, or the waiving of fines and interest associated with late payments because of the direct impact of COVID-19.  Arrangements will be considered and made on a case by case basis. To register for rates relief please complete this form information will be handled confidentially.

The COVID-19 pandemic has had an impact on every single business within PAE.  We’re working with the Holdfast, West Torrens and Charles Sturt Councils to operate the Western Adelaide Business task force to support local business and local jobs, fast tracking access to necessary information, services and grants.

Our Economic Development staff are also available for businesses to talk to and can be reached by contacting 8405 6600. It's important in these challenging times for businesses that business owners who are facing challenges speak up and seek assistance not only for their business, but also their own health and wellbeing.

We work closely with the Adelaide Business Hub in Port Adelaide to support our local businesses.  This support includes a dedicated and confidential Business Helpline and targeted Webinars focussing on surviving COVID-19.

We are providing food safety advice for restaurants and cafes whose trade has been effected by COVID-19 restrictions, and who are changing business models as a result.  There are resources available for food businesses to assist with general hygiene advice and changing business models –

We are also waiving the routine inspection fees prescribed in our Food Safety Inspection and Fees Policy. If you have any general questions about food safety or COVID-19 restrictions you can speak to an Environmental Health Officer by contacting us 8405 6600.

Semaphore, Parks, Enfield, Greenacres and Port Adelaide Libraries are open, with numbers limited to 75 people at one time, plus staff. Printing and photocopying is available and Council services are also available at Enfield and Greenacres Libraries. You can browse and borrow library items from the collection, and limited public computers are available. Access Home Library Service, Digital Library and Online Programs at

Kilburn and Enfield Community Centres, the Lights Community Centre and Stadium and Lefevre Community Stadium are now open. Many groups and sessions which are low risk and can practice safe hygiene and physical distancing measures, have recommenced.  Contact your centre for details.

So that we can continue to hear the perspectives of our community, we recently launched our online consultation website at

There have been some changes to our State and Federally funded Community Services programs which support our older people and people with disability. However, we are still providing modified shopping, transport and maintenance support to existing clients. We are also regularly checking in on our most isolated and vulnerable elderly residents by telephone and have capacity to support new clients if needed. A local task group has been formed to support Aboriginal elders and families.

Our Reconnect team continues to offer counselling and mediation, together with food and other practical support to young people at risk of homelessness.  As a response to COVID-19, we are also offering a counselling service for young people and their families who have been significantly affected. The service is available 9am-5pm, Monday-Friday. Contact us on 8405 6600 and ask for Michelle or Trevor.

Planning Officers are available via phone on 8405 6600 while our planning administration services is also open at the Civic Centre for advice and support. Planning and Building Applications can be submitted at the Civic Centre, Nile St, Port Adelaide between 8.30am and 5pm, Monday- Friday.

The COVID-19 mental health support line is a public and free service for all South Australians. The line available 8am – 8pm, 7 days a week and staffed by Lifeline counsellors. Service includes phone, video and call-back support.  Phone 1800 632 753.

Our Seven Ways to Wellbeing Program introduces seven simple and effective ways to feel good and function better.

  1. Connect with family and friends, which can be done over the phone, email, or video call.
  2. Keep learning through tutorials on many topics, and we are looking at what we can deliver online.
  3. Take notice of how you are feeling and what’s going on for you. It means being aware of your thoughts but not getting lost in them.
  4. Be active and use movement to improve your mood.
  5. Give back your time, talent and energy to others, even the smallest act of kindness can really count, especially at the moment.
  6. Eat well stay hydrated and fueling your body with good foods.
  7. Sleep well make sure you wind down at the end of each day, and understand how much sleep you need.

Service teams are still providing

Staff are working as isolated from each other as possible and we have implemented field staff segregation and staggered shift times; for example teams doing the same work from one depot have now been split and relocated to different depot sites to ensure service continuity. We are contingency planning for a changing workforce due to unplanned absences. This will ensure that we continue to provide essential services to our community.

We are committed to supporting our community through this ongoing crisis by providing funding for the delivery of community and creative projects and initiatives that support community to respond to and recover from the impacts of the COVID-19 pandemic. Eligible applicants can apply for up to $2,000 for activities, projects and purchases that clearly demonstrate alignment to at least one of the grant program objectives.
