New Planning System

In April 2016, Parliament passed the Planning, Development and Infrastructure Act 2016 ("the PDI Act") to replace the Development Act 1993.

The PDI Act provides the basis for a major overhaul of the planning and development system in South Australia. It will affect how development policy is formed, how development applications are assessed, and how the community is consulted on planning proposals.

The State Government's rollout of the PDI Act is underway, and will be “switched on” in stages.

Planning and Design Code

A key component of the new system is the Planning and Design Code. This document will become the new ‘rule book’ for all development in the Council area (and the state).

The Code will assign new development rules and zoning throughout the Council area. It will therefore replace many existing policies in the Port Adelaide Enfield Development Plan.

The Minister for Planning has indicated that the Code will not be operational in metropolitan areas before Christmas 2020 at the earliest. Until this change takes place, all development applications will continue to be assessed against the Council Development Plan.

As a digital-by-default document, the Code will allow users to type in any address in South Australia, and see which zones and policies apply to their properties, or the rules for a given development application.

Public consultation

The State Planning Commission has re-released the Planning and Design Code for a new round of public consultation. The consultation began on Wednesday 4 November, and continues until Friday 18 December. Further details on the Code can be accessed from the links below:

As a state government document, the Code is not written by the Council. For further enquiries, please call the Planning and Design Code hotline on 1800 752 664.
