New Planning System
In April 2016, Parliament passed the Planning, Development and Infrastructure Act 2016 ("the PDI Act") to replace the Development Act 1993.
The PDI Act provides the basis for a major overhaul of the planning and development system in South Australia. It will affect how development policy is formed, how development applications are assessed, and how the community is consulted on planning proposals.
The State Government's rollout of the PDI Act is underway, and will be “switched on” in stages.
Planning and Design Code
A key component of the new system is the Planning and Design Code. This document will become the new ‘rule book’ for all development in the Council area (and the state).
The Code will assign new development rules and zoning throughout the Council area. It will therefore replace many existing policies in the Port Adelaide Enfield Development Plan.
State Government representatives have indicated that all development applications lodged after September 2020 will be assessed against the new Code (until then, applications will be assessed against the Council Development Plan).
The Code has created new land use zoning that has been displayed on a separate mapping website. Users will be able to type in any address in South Australia and see which zoning or overlays apply to their properties.
The State Planning Commission completed its formal consultation process on 28 February 2020, and is reviewing over 1,700 submissions that were made during the consultation period. Planning Discussion Papers - Council submissions
