Build Big, Bid Smart

$250M Council works pipeline opens for SA’s building and construction sector

Three metropolitan councils have joined forces in a landmark collaboration to deliver an estimated $250 million capital works pipeline over the next three plus years, creating a unique opportunity for South Australia’s building and construction sector and more value for ratepayers.

The City of Marion, City of Charles Sturt, and City of Port Adelaide Enfield are combining forces in the state’s first multi-council procurement of this scale, streamlined through a single Expression of Interest (EOI).

These 3 metropolitan Councils believe there is an opportunity to do things differently to get improved outcomes for ratepayers.

This initiative opens the door for construction businesses, contractors, trades and professional service providers to engage with local government projects on their terms, whether through full-scale delivery, niche roles, or specialist services.

The peak body representing the building and construction industry in South Australia, Master Builders Association SA, has backed the initiative.

Those who engage through the new, streamlined EOI process will have the opportunity to pitch how they could help to effectively deliver $250m worth of capital works projects from 2025-2028, across three of the South Australia’s biggest metropolitan councils.

The three councils are inviting businesses to help deliver smarter, more efficient, community-focused infrastructure while making the most of every ratepayer dollar.

Projects include major community assets such as parks and reserves, sporting stadiums, and clubroom facilities, driving better value for ratepayers and easier access for businesses across the region.

Notable developments in the works include:

  • Marion Basketball Stadium (City of Marion)
  • Morphettville Park Tennis Club (City of Marion)
  • St Clair Sporting Facility (City of Charles Sturt)
  • Jubilee Reserve Clubrooms (City of Charles Sturt)
  • Port Adelaide Reserve (City of Port Adelaide Enfield)
  • Rushworth Reserve Clubrooms (City of Port Adelaide Enfield)

Rather than tendering for projects individually, the three councils are collaborating to create efficiencies, simplify access, and deliver smarter more cost-effective outcomes for the community.

Following the EOI process, businesses will be short-listed and engaged during the subsequent tender process, with projects commencing from early next year.

Whether you are a family-owned business that can deliver specific elements of a project or a larger organisation that believes it can fulfill the entire scope, companies of all shapes and sizes are invited to make submissions.

Mayor of Marion Kris Hanna says: “With one EOI, we aim to secure better value for our ratepayers on big projects by inviting businesses big and small to tell us how they could help us.”

Mayor of Port Adelaide Enfield Claire Boan says: “This cross-council collaboration is about thinking big and working smarter for our communities.”

“By joining forces, we’re creating exciting opportunities for local businesses big and small to be part of projects that will shape these three cities for decades to come,” Mayor Boan says.

City of Charles Sturt Mayor Angela Evans says: “This is a fantastic opportunity for local businesses of all sizes to engage with Local Government and add value to local communities.”

“It’s a first for South Australia and we’re excited to collaborate with the Cities of Marion and Port Adelaide-Enfield on this innovative campaign.

“I encourage all businesses to get involved and discover the opportunities our sector has to offer.”

Master Builders SA CEO Will Frogley says: “Master Builders SA applauds this initiative between the three Councils to reduce red tape and streamline the tendering process through a single Expression of Interest.”

“We encourage all our South Australian members – from subcontractors to Tier One commercial or residential builders to take up this opportunity.”

EOIs open Friday 12 September and will run for four weeks – don’t miss your opportunity to help build what’s next.

An industry briefing will be held online on 19 September from 11am.
