We have a Net Zero Emissions Plan with the goal of reducing our corporate greenhouse gas emissions by at least 30% by 2025 and at least 60% by 2030. This plan is part of a broader effort to address climate change and reduce the city's environmental impact.
Since launching our Net Zero Emissions Plan in 2022, we’ve already cut emissions by more than 45%, reaching our 2025 target (of 30%) ahead of schedule.
We track our greenhouse gas emissions, measured as carbon dioxide equivalent (CO2-e), annually since 2020-21 financial year.
The baseline corporate greenhouse gas emissions profile for the City of PAE has been calculated as 7,168 tons of carbon dioxide equivalent (tCO2-e) in 2020-21 (revised figure based on improved fuel data). The baseline greenhouse gas emissions profile includes Scope 1, 2 and partial 3.
Most Scope 3 emissions, such as those from purchased goods and services, construction materials, supply chains, and waste treatment, are not yet fully captured. Work is underway to progressively expand our Scope 3 reporting over time, in line with Climate Active and international GHG Protocol guidance. The breakdown of our corporate greenhouse gas emissions profile and sources across Scopes 1, 2 and partial Scope 3 are outlined in the dashboard below.
How is it measured?
The corporate greenhouse gas emissions inventory is prepared in accordance with the Climate Active Carbon Neutral Standard for Organisations and our targets are science-based targets to ensure the Council works towards limiting global warming to 1.5 or well-below 2 degrees Celsius temperature increase.
What does the dashboard show?
The below dashboard shows annual carbon dioxide equivalent (CO2-e) broken down into categories for City of PAE’s corporate operations.
It provides an overview of emissions by year and percentage change between base-line year to previous years.
Emissions are reported at the end of each financial year, not quarterly or bi-annually as this may provide inaccurate information.

Working Together for a Net Zero Future
The City of PAE is taking bold steps towards a cleaner, greener future. Since launching our Net Zero Emissions Plan in 2022, we’ve already cut emissions by more than 45%, reaching our 2025 target (of 30%) ahead of schedule.
But the journey doesn’t stop here. To reach 60% reduction by 2030, we need to tackle the tougher challenges ahead, including emissions from how we live, work, travel, and consume.
We’re updating our Net Zero Plan to a Climate Response Plan to:
- Stay on track to meet emissions targets
- Expand to include indirect (Scope 3) emissions from goods, services, and supply chains
- Build resilience to climate impacts including through the new Adapt West Regional Climate Action Plan
- Incorporate climate related risks into planning and operations
This is not just about the Council, it’s about creating sustainable and liveable communities, workplaces, and businesses. Everyone has a role to play.
