Our City Vision – A welcoming liveable City: made by people
The City Vision is our highest-level strategy – it sets out what we want to become and what we will deliver over the next 10 years. The vision outlines how we see the City of PAE in the future, the values and commitments that underpin our decision making and what we will do to accomplish each goal.
Strategies and plans
We build on our City Vision by producing strategies and plans focusing on a wide range of issues, from sports and recreation to roads and footpaths. These strategies and plans set out how we will deliver key services and projects. Our yearly activities are documented in our Annual Business Plan and progress is reported against in our Annual Report.
Section 122 of the Local Government Act 1999 (the Act) directs Councils to develop and adopt plans for the management of its area, which collectively are called Strategic Management Plans (SMPs).
Our approach to strategic planning and reporting is embedded in our Strategic Management Framework (SMF) which is documented within our City Vision. Our declared SMPs under Section 122(8) of the Act are the City Vision, the Four-Year Business Plan, the Long-Term Financial Plan and the Asset Management Plan(s).
Four-Year Business Plan (4YBP)
The 4YBP is a dynamic roadmap that translates the City Vision’s long-term aspirations into action. It provides a high-level overview of Council activities and details just some of the exciting projects that we will be undertaking over the next four years to bring us closer to achieving our 10-year vision.

State of the City Report
The State of the City Report monitors our progress in achieving the City Vision by reporting against the Outcome Indicators outlined in the 4YBP for each of the City Vision Goals and Objectives. The latest report is based on data as at July 2026. The indicators suite will be updated every six months, as information becomes available.

Annual Business Plan
Our Annual Business Plan outlines the projects that we will work on for the year. It includes everything from major building projects and upgrades to the day-to-day work that keeps our city functioning, like mowing lawns, sweeping streets and collecting rubbish. The budget for the financial year forms part of the Annual Business Plan, along with a list of our capital projects, and information about council rates and charges. Annual Business Plan 2026-27

Annual Report
Our Annual Report shows you what we have done over the last financial year.
It's a great way to see the wide variety of work that the City of PAE delivers for our area. It's also one of the ways we make sure that everything we do is open, transparent and accountable to you. The 2024-25 Annual Report was adopted on 11 November 2025, and minor updates were made on 19 December 2025 and 10 July 2026. The details of the updates can be found on page 2.
