Meetings

Council and Committee meetings are held on the second Tuesday of each month and the Council Assessment Panel (CAP) meetings are held on the fourth Wednesday of each month.

Council, Committee and CAP meetings are open to the public and media except on occasions where there is a discussion of confidential items relating to, for example, staff or legal matters.

Council and Committee Meetings are subject to the following Codes of Practice:

Council, Committee and CAP agenda papers are available at the Council meeting or from the Civic Centre and Library - Council Offices on the Friday before the meeting. Minutes are available on the Friday following the meeting or within five days of the meeting. Council and CAP agendas, reports and minutes can also be accessed on the Agendas and Minutes page.

Meeting Dates

Ordinary meetings of Council are typically held in the Council Chamber, 62 Commercial Road, Port Adelaide at 7pm, unless specified.

Petitions to Council

A petition is a formal written request or submission to Council, which has been signed by multiple people. A standard petition form is available and provides a good template for compiling a petition. The petition should comply with the template. The regulations also state that a petition should:

  • be legibly written or typed
  • be an original document
  • clearly set out the request or submission of the petitioners
  • state the request or submission on every page and
  • be delivered to the principal office (the Civic Centre) of the Council.

Petitions submitted to Council may be provided to members of the public upon request.

Deputations

What is a deputation?

A deputation is a way of bringing an issue to all Elected Members at a Council meeting. This can be a particular matter of concern to either an individual or a group of people.

Key points:

  • Each deputation has 5 minutes to address the Council.
  • Joint deputations are allowed by making a joint application, however regardless of the number of speakers the allocated 5 minutes remains.
  • Separate deputations can be made on the same topic but require individual deputation requests.
  • You may be invited to respond to question at the conclusion of your deputation however you cannot participate in the debate.
  • The Council allows a maximum of 2 deputations at each council meeting except in extraordinary circumstances.

What can I speak about?

The topic spoken on must be relevant to matters for which the Council has responsibility.

When requesting a deputation, please provide sufficient information about the issue and indicate the preferred meeting at which you would like to be heard in your deputation request.

How can I request to make a Deputation?

Requests for deputations must be made in writing at least 5 clear days before the meeting at which you wish to speak (by 5pm on the Monday one week prior to the meeting).  Requests received after this time will be considered for a subsequent meeting.

What happens with my request?

Deputation requests will go to the Chief Executive Officer (CEO) who will provide it to the Mayor.

The Mayor will consider the request applying criteria in the Local Government (Procedures at Meetings) Regulations 2013 and the Council’s Code of Practice – Procedures at Meetings.

Consideration is given to but is not limited to:

  • The subject matter
  • If the matter is before the meeting in question
  • If the matter is within the powers of Council
  • If the matter is vexatious or frivolous
  • Has the deputee brought the matter to Council previously
  • Number of requests already before Council
  • The request is received within the requested timeframe

The Mayor will advise the CEO whether or not the deputation is granted. Council administration will then contact you to advise the outcome of your request, and if permitted will confirm the Council meeting date and time.

The Council allows a maximum of 2 deputations at each council meeting except in extraordinary circumstance.

If consent for a deputation is refused by the Mayor, it will be reported at the next Council meeting.

Making the deputation

Once you receive confirmation that your request has been granted, note the date of the Council meeting as you will need to arrive by 7pm.

Your deputation will commence approximately five to ten minutes after the opening of the meeting at 7.00pm. The exact time will depend on the Agenda and any other Deputations listed.

The Mayor will invite you to come forward and make your deputation on your nominated topic.

You will be asked to state your name which will be recorded in the minutes of the meeting. You will have five minutes in total to present your deputation.

After you have made your deputation, Elected Members will be invited to ask you questions.

Requirements and Behaviours

Your conduct is expected to be professional and at the level of formality appropriate to the meeting. Disrespectful or disruptive behaviour including defamatory or derogatory comments by members of the public will not be tolerated and may include a person or persons being requested to leave the meeting.

Any person attending a meeting of Council (as a participant or an observer) is required to

comply with the following:

  • Not behaving in a disorderly manner.
  • Not causing disruption or interruption to the meeting.
  • Be respectful in their language and behaviour.
  • Show respect to the meeting, the meeting procedures and the legislative obligations of Elected Members and the Administration.
  • Switch off any alerts or sounds on electronic devices (and keep any necessary use of devices discrete).

Council meetings are open to the public and there are no privileges protecting you in relation to defamation. Any matters of concern regarding Council Members and Council staff can be raised formally in writing to the Chief Executive Officer or as per the Complaints & Grievance Policy.

Members of the public are welcome to attend all Council meetings but cannot participate in the debate at these meetings.

Deputations are undertaken in accordance with the Code of Practice-Procedures at Meetings and the Local Government (Procedures at Meetings) Regulations 2013.
