Public Event Permits

The City of Port Adelaide Enfield provides large open spaces and facilities that are ideal locations to hold public events for a multitude of differing activities and sizes.

To assist with your event planning the Public Event Guidelines have been designed to set out the considerations that need to be made to host a successful, safe event and to obtain the relevant licences and permits. Further information

The applicant may be required to inform impacted businesses and residents via written notification when one or more of the following occurs as a result of the public event production:

  • The public event requires traffic management and/or a road closure
  • Access to businesses or resident’s premises are restricted due to the public event.
  • Amplified music will be played as part of the event

The notification will need to be distributed within a radius of at least 500 metres of the Authorised Area at least seven days and no more than fourteen days before the event and include:

  • Date
  • Time
  • Location
  • Description of the public event
  • Contain a map showing the traffic management plan/and or road closure (if applicable)
  • Contact details of the event organiser, including an afterhours number.

An application can be made online or in person.

You may need to submit the following documents as part of your application:

  • A Certificate of Currency of your Public Liability Insurance with a minimum cover of $20 million, noting City of Port Adelaide Enfield as an interested party.
  • A site plan showing how furniture/infrastructure will be placed.
  • A risk management plan - this editable template can be used
  • A copy of amusement operator’s Certificate of Currency of your Public Liability Insurance with a minimum cover of $20 million, noting City of Port Adelaide Enfield as an interested party and the SafeWork SA registration certificate for the amusement structure (if applicable).
  • A copy of inflatable amusement operator’s Certificate of Currency of your Public Liability Insurance with a minimum cover of $20 million, noting City of Port Adelaide Enfield as an interested party (if applicable).
  • A copy of the notification letter to be send to impacted stakeholders along with a map of area and date this is to be distributed (if applicable).

Your public event application will take 4 to 6 weeks to process.

Should you be unable to provide the full details of the food and beverage stalls at the time of making your event application, you can provide this information separately using the Special Events Food Safety Notification Form at least three weeks prior to the event.

Our Environmental Health Team have also developed a Food Event Checklist and Guidelines for Temporary Food Events to assist in your planning for events that include food stalls.

A dry area is a designated area where the consumption and possession of alcohol in unsealed containers is prohibited under the Liquor Licensing Act 1997.

Council has four dry areas located in the following areas:

  • Jack Watkins Reserve located on Churchill Road, Kilburn (next to Costco)
  • Port Canal Reserve and Joyce Snadden Reserve in Port Adelaide
  • Semaphore Foreshore including the northern car park from South Tce to Derby St
  • Time Ball Tower located on the corner of Semaphore Rd and The Esplanade

A temporary dry area also exists along Semaphore Rd from Causeway Rd to The Esplanade on New Year's Eve and Australia Day.

When it is necessary for a road to temporarily be closed to provide safety for event attendees and members of the public, the City of Port Adelaide will be able to arrange this under Section 33 of the Road Traffic Act 1961.

As part of this process you may be directed by Council to inform the Department of Infrastructure and Planning, SAPOL, emergency services and neighboring local Councils should the road closure impact their infrastructure or services. You will be advised by Council if this is required following the submission of your application.

To meet the provisions of the legislation, Council is required to provide notification of the event road closure which may include a notice in a newspaper. If this is required, the cost of the advertisement will be on charged to the event organiser.

Should you wish to use the Port Adelaide Waterfront Precinct as the location of your event you will need to contact Renewal SA.

The precinct includes the public areas of Hart’s Mill, Hart’s Mill Flour Shed, Cruickshanks Corner, Black Diamond (Lighthouse) Square and Lartelare Park.

Where Council has provided funding for an event a Council representative (usually the Mayor), should be informed of the event and invited to attend. If you wish the Mayor or other representative to make a speech at your event, please complete the Elected Member Attendance and Speech Protocol Application.

The Port River is protected under the Adelaide Dolphin Sanctuary Act 2005 requiring you to liaise with a range of river stakeholders as part of your event planning:

  • Department of Planning, Transport & Infrastructure (Marine Safety Division)
  • City of Port Adelaide Enfield
  • Department for Environment & Heritage – Adelaide Dolphin Sanctuary
  • Whale & Dolphin Conservation Society
  • Renewal SA (if using Port Adelaide wharf/pontoons)
